Portugal goes live today. We now watch 134 speed cameras and 23 average-speed sections across the Portuguese network — the smallest of the countries we cover, and one of the easiest to be caught out in.

The problem with a quiet motorway

Portuguese motorways are a pleasure to drive. They are wide, well surfaced and often close to empty, and an hour on the A2 can pass without anything asking for your attention. That is exactly the condition in which a speed creeps up: nothing on the road is arguing with you.

Where the limits actually change

The sharp edges are on the approaches. Coming into Lisbon or Porto the limit steps down more often than a visitor expects, and the average-speed stretches are concentrated on precisely the roads someone from outside the country is most likely to take — the corridors in from the border, the airport runs, the coastal routes.

A small network is not a forgiving one. It is just a quieter one, and quiet is what makes you stop checking.

Three warnings, not one

A fixed camera needs a single alert, early enough to be useful. An average-speed section needs three, because the risk runs its whole length:

• At the entry — you are going in, and here is the average you are measured against.
• Inside — your running average has drifted over, while there is still road left to correct it.
• At the exit — you are clear of it.
