How average-speed enforcement works
Cameras at the start and end of a section record the time you pass. From the time and the distance, the system calculates your average speed over the whole stretch, so slowing down just at the camera does not help.
A fine is issued when your average speed over the section is above the limit, regardless of your momentary speed at any single point.
