Circulation in the Modena limited traffic zone is permitted for privately used vehicles, upon issuance of permits valid solely and exclusively within the 24-hour daily period (from 0:00 to 24:00).
These are issued, upon payment of the sum of €4 as reimbursement of expenses, for the day of their use.
- Loading, unloading and supply: Monday to Friday 5:00-10:30 and 13:30-16:30. For food suppliers with a documented need to access the ZTL, also Sundays and holidays 8:30 - 10:30
- Maintenance: Monday to Friday 7:30 - 18:30.
There are also special conditions under which a temporary or daily permit may be issued

The following are authorized to enter the Modena ZTL upon obtaining a permit:
Disabled access
A disabled person with significantly reduced walking ability may transit in the Modena ZTL and at the entrance to the S. Cataldo cemetery, and park in the reserved spaces indicated by the appropriate signage.
To use the reserved parking spaces, disabled persons must request the issuance of the appropriate permit.
On the appropriate form, the applicant must indicate a maximum of 2 vehicle license plates that will be used for travel. If the disabled person should temporarily use a vehicle other than those already reported, they must report its license plate to the Tax Service - permits office or to the Municipal Police, or by fax or email, citing the permit number.
Loading / unloading
The authorization for supply activity in the Modena ZTL allows loading/unloading and supplies Monday to Saturday from 5:00 to 10:30 and Monday to Friday from 13:30 to 16:30 (excluding Sundays and holidays).
Food suppliers to public establishments, with a documented need to access the Modena ZTL, may be authorized to access also on Sundays and holidays from 5:00 to 10:30.
