Italy's Tutor system runs one of Europe's largest average-speed networks, on the motorways and on some state roads across the peninsula.
Tutor measures your average speed between two gantries. It covers the autostrade, led by the A1 and A14, and further average-speed sections run on some state roads. Most sections are 2 to 20 km long, and the longest reach almost 50 km. Braking at the gantry does not help: your average over the whole section decides.

Milan's city centre is Area C, a congestion-charge zone: on weekdays, cameras at every gate record each car, and most drivers pay a daily charge to enter. It replaced the old Ecopass in 2012.
