The various ZTLs of Biella operate differently over the course of the day.
The ZTLs of Biella shown on the map in green are active every day, 24 hours a day.
The ZTLs of Biella shown on the map in red are active:
- every night from 01:00 to 05:00
- on Sunday from 08:00 to 20:00.
The ZTLs of Biella shown on the map in purple are active every night from 00:00 to 05:00.
The ZTL of Biella shown on the map in light blue (ZTL Piazzo) is active:
- Monday to Sunday from 00:00 to 05:00;
- Monday to Saturday from 19:00 to 24:00;
- Sunday from 13:00 to 24:00.

Those travelling for reasons of public utility or necessity will be exempt from the obligation set out in the previous paragraph; in such cases, the vehicle's plate number may be reported within forty-eight hours after travelling.
Proven needs will be assessed at the sole discretion of the operating Municipal Police staff.
The permit will be valid for a maximum of three days.

Permitted vehicles
There is no differentiation between vehicle types authorized to access the ZTL of Biella, and therefore mopeds and motorcycles may not enter unless expressly authorized
Authorized subjects
Circulation within the ZTL of Biella is generally prohibited; the following are exempt from the ban:
Disabled access
Holders of a disabled permit who reside in the province of Biella, or who, while residing in another province, can demonstrate they must regularly travel within the ZTL of Biella, may report up to a maximum of two plates for the vehicles they normally use. For occasional trips, holders of a disabled permit may report the trip, either directly to the Municipal Police Command or by fax, email, or registered mail, within seven days of the trip taking place
Loading / unloading
Loading and unloading operations must mainly be carried out from 06:00 to 10:00.
Loading and unloading operations carried out during the remaining hours of the day must be authorized in advance by the Municipal Police Command.
