For weddings, funerals, removals, photo and/or film shoots, medical emergencies, as well as for press operators and real estate agencies, freelancers and repair technicians, etc., following a documented request, the Local Police Command may issue a special transit and/or parking pass.
A citizen designated as caregiver for a disabled person under Law 104/92 is authorized to access the San Severo ZTL
Any residual cases not listed in these regulations will be assessed following examination of a prior request or submission of appropriate justification, to be presented within 48 hours of transit in the San Severo ZTL to the Local Police Command (tel: 0882 339200, 0882 372940, 0882 374118), aimed at halting the penalty procedure.

There are 3 automatic access control devices for the San Severo ZTL, installed at:
- Via Recca corner Via Santa Lucia (Gate no. 1);
- Via Soccorso corner Via Roma - Palmento (Gate no. 2);
- Vico Arpa corner Via U. Fraccacreta (Gate no. 3).
Vehículos permitidos
The access ban to the San Severo ZTL applies to all unauthorized vehicles, and therefore mopeds and motor vehicles cannot access without a permit.

Transit in the San Severo ZTL is authorized:

Holders of a disabled permit resident or domiciled within the San Severo ZTL have the right to transit and park within the ZTL.
They must submit a specific request specifying the license plate and type of vehicle normally used.
In case of urgency, holders of disabled passes may still access with any vehicle without incurring any administrative penalty, provided they submit to the Local Police Command (tel: 0882 339200, 0882 372940, 0882 374118), within 48 hours of transit in the San Severo ZTL, supporting documentation which, if deemed valid, will suspend the penalty procedure.
If no justification is provided, the penalty procedure provided for by the Highway Code will be initiated.
Non-resident holders of disabled permits may transit by notifying the Local Police Command in advance of the license plate number used for the transit. In case of urgency they may still access with any vehicle without incurring any administrative penalty, provided they submit to the Local Police Command (tel: 0882 339200, 0882 372940, 0882 374118), within 48 hours of transit in the San Severo ZTL, supporting documentation which, if deemed valid, will suspend the penalty procedure. If no justification is provided, the penalty procedure provided for by the Highway Code will be initiated.
