Following a documented request, the Municipal Police Command may grant a special temporary transit permit/pass for access to the ZTL of Forlì.

The following categories of vehicles are exempt from the transit bans in both types of ZTL in Forlì (with no obligation to request any permit):

Carga / descarga

The permit is granted only for the relevant area (red, yellow, green and purple).

Different rules apply to transport operators who need to deliver goods within the ZTL or APU.

For businesses/firms based within the AP that provide services, a revenue stamp is not required since the permit takes the form of a certification, whereas those based outside the historic center must apply for an access authorization with a revenue stamp applied.
"Service" is understood as the main activity, the "principal purpose", and not as an "ancillary" activity to the main business (e.g. a plumber performs a service as their main activity, and may also sell the tap they install, but this is secondary, whereas a shopkeeper who has a shop with premises in the historic center of any kind carries out "sale of goods" as their main activity, and if they also provide a home service, this is an "ancillary" activity that must not be used as the "qualifying title" to obtain an S permit).
They are divided into the following categories:

REGULAR GOODS TRANSPORT AND SERVICES (annual and monthly validity) - vehicles for goods transport, equipment transport and services:

The following may apply for authorization:

those who need to transport goods or equipment intended for economic activities or private individuals located

express couriers duly registered with the chamber of commerce with no obligation of contracts, in compliance

craft businesses and activities that regularly need to transport bulky and

heavy equipment or carry out periodic services (services intended as main activities and not ancillary ones), in compliance

other categories for which a permit may be issued:

– postal services;
– representatives of valuables
– transport of medicines to pharmacies;
– services provided at the recipient's home (understood as an essential service);
– monitoring and surveillance services;
– services provided by cultural, social, recreational, environmental, political and trade union associations, with a founding

deed duly filed and registered, based within the pedestrian area (no banks, no

professional practice associations, no self-employed professionals and similar, no insurance companies, no real estate agencies);
– installation and maintenance of hydro-thermal-sanitary and air conditioning systems (ISTAT code 4533,

453301, 453302, 29231);
– installation and maintenance of electrical systems (ISTAT code 453301, 31622, 45310, 31201);
– installation and maintenance of alarm and anti-theft systems (ISTAT code 453102, 453402);
– repair of household appliances (ISTAT code 29231, 5227201, 2924, 453101);
– installation and repair of burners (ISTAT code 453301, 2923, 2920, 29212, 453302);
– carpenters and similar activities;
– house painters and similar activities;
– removal companies/cooperatives or similar;
– building companies for renovations or similar, including craftsmen
– florists;
– vehicles used for funeral transport;

– postal services;

– representatives of valuables

– transport of medicines to pharmacies;

– services provided at the recipient's home (understood as an essential service);

– monitoring and surveillance services;

– florists;

– vehicles used for funeral transport;

The following provisions apply to each of the categories above:
access: shortest free route for vehicles with a capacity of less than 3.5 t in all four zones (yellow, red, green, purple)

– restaurant businesses, bakeries, pastry shops, and food shops;

– parcel and mail delivery;

– urgent medicine delivery;

– other types with genuine and proven needs.

If parking is needed within the regulated areas, a parking permit must be requested together with the issuance of the AP pass, or the parking meter must be activated with the relevant payment.
