The Area B of Milan is active every day Monday to Friday, excluding public holidays, from 07:30 to 19:30.
The Area C of Milan is active Monday to Friday; (working days) from 07:30 to 19:30
Area C is not active on public holidays.
Private and commercial vehicles are subject to the activation of an entry ticket to access the ZTL Cerchia dei Bastioni
To enter Area C Milan you must activate an entry pass, and entries made into the Ztl Cerchia dei Bastioni must be regularized on the same day of entry, by midnight of the following day, or through deferred payment within the seventh day following the entry.
To purchase tickets you must access the MyAreaC personal area, available to everyone - no longer only to residents and service vehicles - which allows anyone who registers to check all entries, purchase ordinary passes, including with PayPal, and regularize entries through deferred payment within the seventh day following the entry.
There are two types of tickets to access Area C Milan:
- Deferred payment within 7 days to be activated to regularize the entry into the Ztl Cerchia dei Bastioni by midnight of the seventh day following the entry into the Ztl Cerchia dei Bastioni, by activating an entry pass of 15 euros (if the entry has not already been regularized by midnight of the day following access into the Ztl Cerchia dei Bastioni).
- Payment within 24 hours to regularize the access by midnight of the day following the entry into the Ztl Cerchia dei Bastioni, by activating an entry pass of 5.00 euros;
There are concessions for access for Residents and equivalent parties in the ZTL Cerchia dei Bastioni and for service vehicles.

- at the offices of via Beccaria 19.
Concessions are also active for those who park in affiliated garages.
In Area C there is also a ban on access and circulation within the Cerchia dei Bastioni for vehicles longer than 7.5 meters, on working days, Monday to Friday, from 07:30 to 19:30.
The pedestrian area is active from 00:00 to 24:00 every day of the week.
The ZTL Navigli of Milan is active from 20:00 to 07:00 every day of the week.
The ZTL Navigli of via Fumagalli is active 24 hours a day, every day of the week.

The following categories of vehicles may access Area C of Milan by paying a fee:
- petrol-powered vehicles Euro 1, 2, 3, 4 and 5
- diesel-powered vehicles Euro 3 with particulate filter, 5
- until the end of the trial period (14 October 2017), Euro 3 diesel vehicles without particulate filter belonging to residents, domiciled parties, with a garage space within the Cerchia dei Bastioni

The following vehicles may continue to access and circulate in Area C Milan, upon prior notification of the license plate:
- operational vehicles of entities, companies, businesses providing public services in gas, electricity and heating, water, lighting, transport, telecommunications, environmental hygiene and waste collection
- vehicles that need to access construction sites within the Cerchia dei Bastioni
- vehicles used for transporting valuables
- vehicles used for supplying heating fuel and for septic tank emptying
- vehicles used for postal services
- special-use vehicles equipped for roadside assistance
Vehicles over 7 meters used for passenger transport may instead access and circulate in derogation of the ban and without prior notification of the license plate.
The following petrol-powered Euro 0 and diesel-powered Euro 0, 1, 2, 3 and 4 vehicles may access Area C of Milan:
The following diesel-powered Euro 3 vehicles may access Area C of Milan:
- used for chauffeur-driven car hire (NCC) with more than nine seats
- upon prior notification of the license plate, used for goods transport falling within the categories authorized to access the ZTL Cerchia dei Bastioni under the previous 'ZTL Merci' regulation
- upon prior notification of the license plate, belonging to residents, domiciled parties or those with a garage space within the ZTL Cerchia dei Bastioni

taxi service or chauffeur-driven car hire - NCC - up to nine seats
services carried out by buses used for scheduled line services or for hire on authorized routes
vehicles used by social workers recognized by the Milan municipal administration operating in the field of social and healthcare assistance in the Milan area
vehicles owned by or in exclusive use of affiliated social workers with hospitals and ASL located within the Cerchia dei Bastioni
vehicles used for the Car Sharing service of companies based in the Municipality of Milan
vehicles used for managing Bike Sharing
vehicles of the local public transport operation control and maintenance service
private vehicles used for proven service reasons by the Armed Forces, the Police Forces, the Local Police, the Fire Brigade and Civil Protection
vehicles owned by or in exclusive use of the Lombardy Region, the Province and Municipality of Milan and the Municipalities belonging to the Province of Milan that must necessarily access for service reasons

Ban on access and transit

Residents and equivalent parties in the ZTL Cerchia dei Bastioni and service vehicles, in order to access the concessions reserved for them, must register. Registration can be done online (see Servizi on line), via call center or at the dedicated office.
Access is prohibited for Euro 4 diesel vehicles without a particulate filter (FAP), with some exceptions for:
- residents within Area C until 14/10/2018;
- private vehicles of law enforcement personnel until 14/10/2018;
- vehicles for light goods transport and service including maintenance and emergency services until 14/10/2017;
- vehicles used for chauffeur-driven car hire (NCC) with more than 9 seats (classified as heavy diesel) until 14/10/2018;
- heavy goods transport vehicles until 14/10/2018
The following vehicles may continue to access and circulate, upon prior notification of the license plate:

Disabled access
The following vehicles have free access to Area C of Milan in derogation of circulation restrictions for banned engine types:
- if you already hold the permit and have already notified the Administration of your vehicle's license plate, no further notification is required
- if you have never notified a license plate, you must fill in the appropriate form and send it, together with a copy of your identity card and a copy of the front/back of the permit, using one of the following methods:

How to access Area C when changing vehicle compared to the one previously notified
If the vehicle change is permanent, you must repeat the procedure carried out for the previous notification.
If the vehicle change is occasional and temporary, you can replace the valid license plate by calling the Infoline 02.02.02 and providing the PIN code assigned with the permit.
In this case the license plate change will be valid for a maximum of three days.
For Milan residents, Form A0 is issued at the time the pass is collected.
Please note that the above notification will be considered valid for the purposes of authorizing transit and access only from the date of receipt of the correctly completed and signed documentation together with fully legible supporting documents.
Following the notification of the license plate, known as the Master Plate, a unique Code, the PIN, is issued. These two identifying elements allow the permit holder to temporarily replace the vehicle's license plate for a maximum of 3 days.
The change can be made online, with instructions published on the Municipality of Milan website, or by contacting the Infoline directly, at telephone number 02 02 02, after providing the PIN.
Please note that no completed form can be delivered at the above office.

Loading / unloading
In particular:
Free circulation within the 'ztl Merci' (goods ZTL) for the full 24 hours is provided for:
- electric, hybrid, LPG and methane vehicles;
- petrol vehicles of Euro class 3, 4 and 5;
- diesel vehicles that, either originally or through the installation of a filter, reach the Euro 5 particulate emission standard (upon registration of the vehicle's license plate);
A complete 24-hour circulation ban applies to pre-Euro and Euro 1 vehicles, both petrol and diesel.
Vehicles used for goods transport may enter from 05:00 to 07:00 for the time strictly necessary for loading/unloading operations in the specially designated spaces.
- from 10:00 to 12:30 and from 17:15 to 18:30, on every working day, for the time strictly necessary for loading/unloading operations (in general);
- from 06:00 to 07:30 on working days, limited to vehicles used for transporting goods for the supply of businesses open to the public for the serving of food and drinks, retail businesses selling food and drinks, and food-sector craft businesses
- from 06:00 to 07:30 every day of the week, limited to vehicles used for transporting goods for the supply of newsstands.
