The access ban for the Siena ZTL applies to all cars, while motorcycles and mopeds may access even without authorization.

Access to the Siena ZTL is subject to authorization issued by the Municipality of Siena, for a duration that varies depending on the type of authorization, in particular:

• residents
• garages
• over-seventies
• minors
• persons with disabilities
• plant maintenance workers
• construction
• goods transport
• service
• associations
• special cases
• contrade (city wards)

Vehicles fitted with a National Disabled Persons' Permit and N.C.C.-registered vehicles not entered in the white list or not fitted with a Telepass, needing to access the Siena ZTL, must report the plate number before accessing by calling the toll-free number: 800282727.

• wholesalers,
• food sector distributors (including fresh, frozen and freshly baked products),
• companies that move bulky goods and equipment (including cleaning and removal companies),
• businesses based in the Siena ZTL that restock using their own vehicles,
• catering services,
• pharmacies,
• medicine distributors,
• bottled gas resellers,
• street vendors,
• newspaper distributors, florists ...

The vehicle must be used for goods transport, must have a total mass of less than 7,200 kg, and must be owned by:

• the applicant company
• under a lease or long-term rental contract registered to the sole proprietorship of the business owner
• a partner or employee authorized to use their own vehicle for business purposes assigned for use by the company in compliance with Article 247-bis of Presidential Decree 495/92.

If the company does not have another vehicle, a single vehicle registered for passenger transport may be included, provided it is registered to the same company.

• 06:00/10:00, 15:30/17:00, or alternatively 19:00/20:30, ZTL B only: hauliers, wholesalers, food sector distributors, companies that move bulky goods and equipment (cleaning companies), businesses based in the ZTL that restock using their own vehicles

subject to the restrictions in force for:

• APU and the "historic Y" only 06:00/09:30
• Piazza Il Campo only 06:00/10:00
• ZTL "A" only 06:00/10:00 and 15:30/17:00.

Saturday mornings only, excluding public holidays, unless there are specific duly justified needs.

Issuance of the permit is subject to a fee that varies by type and access time band.

A temporary permit for 1 to 3 days can be requested directly from the web portal set up by the Municipality.
