The cameras that monitor access to the ZTL of Mestre are active every day, 24 hours a day
2. the reserved lane of via Cappuccina between via Tasso and via Carducci;
2. Limited Traffic Zone A3 on via Filzi, via Sauro and via Antonio da Mestre;
The night-time ZTL on via Verdi and via Mazzini is active every day from 21:00 to 06:00.

Επιτρεπόμενα οχήματα
The access ban to the ZTL of Mestre applies to all motor vehicles, and therefore motorcycles and mopeds may enter without needing a permit.
Access to and circulation within the "Limited Traffic Zones" is also banned for vehicles type-approved as goods-transport vehicles and classified, in transposition of Directive 98/14/EC, under the international category "N1" per art. 47 paragraph 2 letter c) of Legislative Decree no. 285/1992 "New Highway Code", as well as for vehicles registered for mixed passenger/goods transport under art. 54 paragraph 1 letter c) of the aforementioned Decree, as follows:
- From 1 November 2009 for petrol and diesel Euro 0 vehicles not compliant with Directives 91/441/EEC, 91/542/EEC-A and 93/59/EEC and subsequent amendments;
- From 1 February 2010 for petrol and diesel Euro 1 vehicles not compliant with Directives 91/542/EC-B, 94/12/EEC, 96/1/EEC, 96/44/EEC, 96/69/EC and 98/77/EC and subsequent amendments;
Εξουσιοδοτημένα πρόσωπα
The following categories of vehicles may access the Z.T.L. of Mestre:
- Vehicles owned by or in the exclusive use of residents registered within the ZTL;
- Vehicles owned by or in the exclusive use of persons who reside in a residential property located within the Z.T.L. and who are either the owner of the property or the holder of a duly registered residential lease with domestic utilities in their name;
- Vehicles owned by or in the exclusive use of holders of a parking space, parking bay, or private area or garage outside the public road (and in any case closed to public transit) within the "Limited Traffic Zone". Ownership of the parking space, parking bay, or private area or garage outside the public road, held exclusively, whether for payment or free of charge, must be duly documented;
- Service vehicles and vehicles used in the course of institutional duties by Public Administrations, including the Judiciary, the Municipal and Provincial Police Corps and Services, the Police Forces, the Fire Brigade, the Armed Forces, the Diplomatic Corps bearing C.D. (Corpo Diplomatico) or C.C. (Corpo Consolare) registration plates, or holding a pass issued under Ministry of Foreign Affairs Decree of 20 June 2005 no. 171, limited to activity carried out within the Municipality of Venice; vehicles owned by or used by companies providing essential public services or public service concessionaires;
- Emergency vehicles;
- Vehicles with a fully loaded gross weight not exceeding 3.5 tonnes used by companies duly authorized for the collection and distribution of postal parcels under Legislative Decree 261/99 within the "Limited Traffic Zones", provided they do not fall under the case referred to in point 3bis3 below;
- Vehicles used for local public transport, including atypical and commercial services;
- Vehicles used to transport persons with disabilities under art. 188 paragraph 1) of Legislative Decree no. 285 of 30/04/92 "New Highway Code" and blind persons in accordance with the provisions of art. 12 "Special Pass" under D.P.R. no. 503 of 24/07/96, holding a special pass issued by their municipality of residence, subject to prior notification of the transponder code, previously requested and assigned on a free loan basis, or alternatively subject to notification of the plate numbers of a maximum of two vehicles for regular use; pending delivery of the transponder, it is in any case mandatory to notify the plate numbers of a maximum of two vehicles.
- Taxis and chauffeur-driven hire vehicles;
- Car-sharing service vehicles;
- Electric-motor vehicles intended for passenger transport;
- Vehicles of private security companies for institutional services;
- Vehicles equipped for forced towing
- Vehicles owned by newspaper publishers, radio and television broadcasters, and vehicles used by journalists registered with the professional association, limited to travel needs connected with the exercise of the profession within the "Limited Traffic Zones";
- Vehicles of doctors and veterinarians who provide home care in the practice of their profession within public healthcare, limited to travel needs connected with such home care; vehicles of operators and associations and companies providing healthcare or social assistance services within the "Limited Traffic Zones", limited to travel connected with the exercise of the profession;
- Vehicles used for the transport, collection or delivery of meals for canteens or communities and for home delivery; vehicles used for catering services within the "Limited Traffic Zones";
- Vehicles for the delivery of urgent and life-saving medicines to pharmacies located within the "Limited Traffic Zones", in order to guarantee prompt and continuous supply, as provided for by Ministerial Decree of 6 July 1999, annex 1 "Guidelines on good distribution practice for medicinal products for human use",
- Vehicles with a fully loaded gross weight not exceeding 3.5 tonnes, used by craft and similar businesses engaged in maintenance work within the Limited Traffic Zones of Mestre Centro, based on demonstrated operational needs duly certified with a declaration in lieu of a sworn statement, as well as registration with the Register of Craftsmen or equivalent suitable documentation for similar businesses, and subject to an annual payment of 70 euros per vehicle according to the procedures indicated in the relevant application form;
- Vehicles accredited in the ECO category, under Managerial Order no. 329/2009

Vehicles used to transport persons with disabilities under art. 188 paragraph 1) of Legislative Decree no. 285 of 30/04/92 "New Highway Code" and blind persons in accordance with the provisions of art. 12 "Special Pass" under D.P.R. no. 503 of 24/07/96, holding a special pass issued by their municipality of residence, may enter the ZTL of Mestre subject to prior notification of the transponder code, previously requested and assigned on a free loan basis, or alternatively subject to notification of the plate numbers of a maximum of two vehicles for regular use; pending delivery of the transponder, it is in any case mandatory to notify the plate numbers of a maximum of two vehicles

A vehicle accredited in the "ECO" category means a vehicle belonging to international category N1 and holding a special authorization issued by the ZTL Office of Mestre upon submission of an application with a declaration and documentation certifying:
Perishable goods means the perishable food products described in paragraph 1 of the Ministerial Decree of 13 May 2003, published in the Official Gazette of 21 May 2003, no. 116, as well as other goods that require temperature-controlled storage, such as cut flowers, or whatever is recognizable based on market developments.
- 1) from 06:00 to 07:30;
- 2) from 09:00 to 10:30;
- 3) from 13:30 to 15:30;
- the vehicle's fuel type, which must be methane, LPG, or electric or hybrid propulsion;
- a commitment to guarantee a load fill rate of the vehicle, at the start of delivery operations, of no less than 70% (by volume and/or by weight);
- a commitment to join a tracking system that enables vehicle traceability by equipping them with the hardware required by the implemented system.
