In the case of a request for access and transit in the ZTL of Genova by users not falling within the categories considered above, where particular and verified needs exist, exemption access authorizations may be issued, subject to particular conditions and precautions, for vehicles used to transport people or goods.
A request for exemption authorization is admitted even up to and no later than 48 hours after the access, if proven grounds of urgency exist.
The application must be submitted to the party responsible for the service and must be accompanied by documentation proving the stated need, including via self-certification under DPR no. 445/2000 where applicable.
The authorization is valid for one day and can be obtained upon payment of a fee of €11.00.
Such authorizations are issued exclusively in the following cases:

Electric vehicles may access the Limited Traffic Zones of Genova according to the following rules:

for electric vehicles a single permit is issued, valid for access to all ZTLs across the city.

Access to the ZTL of Genova is permitted to the following categories:

This permit allows:

access to pedestrian areas and limited traffic zones (remembering to register the plate) - art. 11/para. 4 D.P.R. 24/07/1996 no. 503;
parking without time limits in "disc zones" (art. 188/para. 3 of the Highway Code);
parking legitimately in spaces reserved for permit holders, marked with the appropriate signs and yellow lines on the ground with the relevant symbol (art. 188/para. 1 of the Highway Code and art. 381/para. 2 of the Highway Code Implementing Regulation);
free travel in lanes reserved for taxis and buses (art. 11 D.P.R. 24/07/1996 no. 503); remembering to register the plate.
parking even where parking is prohibited by vertical or horizontal signage (art. 11 D.P.R. 24/07/1996 no. 503). Note! Parking is possible even where a no-parking sign exists, only if it is not temporary signage, i.e. signs installed on poles not fixed to the ground, indicating a parking ban for a specific period - for example certain hours of the day or only certain days. This is because such temporary signage is put up for needs related to works - excavation, resurfacing, etc. - or occupation of the road - fairs, markets, public events, etc. - which require the road to be kept clear of parked vehicles.

In cases of occasional access to the ZTL of Genova, to avoid incurring a fine, notice of the access made must be submitted, within no more than 7 days of the transit, delivered by hand, by mail, or by fax to:

enclosing a copy of an identity document, the vehicle registration document, and a copy of the disabled parking permit.

An essential requirement for accreditation is a "Euro 3" or higher emissions approval. Once this requirement is verified, the applicant must prove they hold an authorization to transport goods on behalf of third parties under Legislative Decree 286/2005, or be a haulage business registered with the Chamber of Commerce (CCIAA), or carry out postal and similar services, or use the vehicle for their own transport of their own goods destined for parties within the ZTL, including via the attempted-delivery mechanism. "Pre-Euro", "Euro 1" and "Euro 2" vehicles will be accredited, as an exception, until 31/12/2011 and in any case will only be authorized to travel within the ZTL until 30/06/2012.
