For needs related to occasional and temporary operations to be carried out within the ZTL, for documented exceptional personal needs, and for permit variation needs, a TEMPORARY PERMIT for transit and operational parking in the Ceglie Messapica ZTL may be requested from the Municipal Police Command, in compliance with current stamp duty legislation, connected to the functional needs indicated by the applicant.
Temporary permits are issued — after a specific review and assessment — at the sole discretion of the Head of the Local Police Department or their delegate through the TRAFFIC/ZTL OFFICE, with the following procedures:
- permits authorizing transit and/or parking in the ZTL, valid for a period of 4 to 15 days, are issued by the Local Police Command upon request on a specific form, signed by the applicant, available at the Local Police office itself;
- a pass valid for up to three days may be issued by submitting the request even verbally or electronically to the ZTL Traffic Office, attaching a photocopy of the vehicle's registration document and stating the reason for access;
- the applicant must submit, together with the request, documents justifying it (e.g. goods transport documents, copy of the works contract for the execution of works, request for change of residence, etc.);
- these documents will be kept as plain copies by the ZTL Traffic Office;
- the request includes a declaration made by the authorized parties, whereby, under their own responsibility and after being warned of the consequences under the law for false statements, falsification of documents, and use of false documents, they attest to the existence of the status, facts, or qualities that entitle them to obtain the relevant permits.

The ban on transit in the Ceglie Messapica ZTL applies to every type of vehicle, and therefore mopeds and motor vehicles may not enter unless expressly authorized.
Electric vehicles may be authorized to enter the Ceglie Messapica ZTL.
Vehicles transiting in the ZTL must have a gross laden weight not exceeding 3.5 tonnes. Vehicles with a gross laden weight exceeding 3.5 tonnes may be authorized on an exceptional basis by the Municipal Police Command, which will assess the applicant's need only if it is unavoidable and/or non-deferrable.

- electric or hybrid vehicles, or vehicles running on eco-friendly fuels as stated on the registration document;
- vehicles used for public services or services of public interest, for service reasons and actual necessity, and for the time strictly necessary to carry out their functions;
- vehicles serving persons with limited or impaired mobility, displaying the appropriate permit referred to in art. 381 of the Highway Code Implementing Regulations;
- Police, Carabinieri, Local Police, Financial Police (Guardia di Finanza), Fire Brigade, Emergency Response, Military vehicles, Security Institutes or Armed Guards with printed lettering/livery on the outside of the vehicle or with a special sign;
- vehicles used for road maintenance, signage, public lighting systems, only in the case of specific work in the area in question, with lettering printed on the outside of the vehicle;
- operational vehicles of AQP, ASL, ENEL, POSTE ITALIANE, TELECOM, etc. in the case of specific work in the area in question, with printed lettering/livery on the outside of the vehicle;
- vehicles of Public Bodies, and as such only if recognizable by printed lettering/livery on the outside of the vehicle or with a special sign, only in the case of specific work in the area in question communicated to the municipal ZTL Office;
- armored cash-in-transit vehicles, only in the case of specific work in the area in question, with printed lettering/livery on the outside of the vehicle and communicated to the municipal ZTL Office;
- hearses for transporting coffins;
- taxis and chauffeured hire vehicles, limited to cases of accompanying or picking up persons on the streets in question (for taxis, parking is also permitted, limited to cases of accompanying persons on the streets in question, for the time strictly necessary to carry out the service);
- residents in the ZTL
- vehicles registered to persons domiciled within the ZTL perimeter but resident outside the municipality of Ceglie Messapica
- vehicles owned by commercial and craft businesses, companies, firms, and professional practices based within the ZTL perimeter
- vehicles with a garage within the ZTL perimeter
- vehicles registered to family doctors and pediatricians under agreement with the National Health Service in the municipality of Ceglie Messapica, doctors from the hygiene office and forensic medicine of the ASL
- vehicles serving public administrations and owned by bodies providing public services
- private home care assistance services
