The Manfredonia ZTL is active every day of the year, 24 hours a day.

There is no differentiation between types of vehicles authorized to access the Manfredonia ZTL, and therefore mopeds and motorcycles may not enter unless authorized.

The following vehicles up to 3,500 kg are authorized to transit and park in the Manfredonia ZTL without a permit:

• urban public transport buses, with no weight limit;
• taxis, NCC (chauffeur-driven hire vehicles)
• police and Ministry of Defence vehicles, as well as service vehicles of security firms
• service vehicles of the Municipality of Manfredonia, as well as service vehicles of entities and companies managing the following public utility services, bearing a clearly visible company logo on the vehicle: gas, public lighting and electricity distribution, water, sewerage, telephony, urban public transport;
• service vehicles of: the State, Region, Province, Municipalities of the Province, Health Authorities, Poste Italiane (bearing the logo or an equivalent institutional mark)
• vehicles used by doctors, bearing a valid permit, for home visits
• vehicles used for emergency services, public safety, and roadside assistance;
• vehicles used for religious and funeral services
• vehicles serving people with reduced mobility, bearing the appropriate permit;

The following may request authorization to access the Manfredonia ZTL:

• Households residing inside the ZTL
• Non-resident occupants and owners of properties
• owners of parking spaces inside the ZTL
• Holders of premises inside the ZTL, i.e. commercial businesses, workshops, craft businesses, professional offices and technical firms
• Owners of craft businesses
• people who provide medical assistance to persons living inside the ZTL
• trucks and works vehicles carrying out building works inside the ZTL

Holders of a disabled permit residing or domiciled inside the Manfredonia ZTL are entitled to transit and park inside the Manfredonia ZTL; they must submit a specific request, specifying the plate number and type of vehicle normally used, up to a maximum of 2 plates.

In an emergency, holders of a disabled pass may nonetheless access with any vehicle without being subject to any administrative penalty, provided that they submit to the Local Police Command, within 24 hours of transit through the Manfredonia ZTL, the supporting documentation, including by fax, which, if deemed valid, will suspend the fining procedure. If no justification is provided, the fining procedure under the current Highway Code will be initiated.

Non-resident holders of a disabled permit may transit by notifying the Local Police Command in advance of the plate number used for transit. In case of urgency they may nonetheless access with any vehicle without being subject to any administrative penalty, provided that they submit to the Local Police Command, within 24 hours of transit through the Manfredonia ZTL, the supporting documentation, including by fax, which, if deemed valid, will suspend the fining procedure. If no justification is provided, the fining procedure under the current Highway Code will be initiated.
