The transit ban in the ZTL of Gabicce applies to every type of vehicle, and therefore mopeds and motorcycles may not enter unless expressly authorized.

The following types of people may transit and stop without a permit in the ZTL of Gabicce:

• residents of the streets included in the limited traffic zone
• owners (even partial) or holders of another real right of enjoyment of properties located in the limited traffic zone
• tenants under law no. 431/1998 and/or holders of lease contracts under art. 1571 of the Civil Code lasting more than 30 days, entered into with parties other than operators identified by regional law 9/2006, of properties used as residential dwellings, located in the limited traffic zone
• guests of accommodation facilities identified by regional law 9/2006 located in the limited traffic zone
• persons with availability of a parking space in garages located in the limited traffic zone
• commercial, professional, service, and craft activities, businesses, entities, organizations or associations, with headquarters or a local production unit located in the limited traffic zone or that need to carry out work or deliveries in that zone
• Medical staff
• Holders of functions or specific public offices
• Ministers of religion
• Nursing and home care assistance
• Newspaper, radio, and television editorial staff
• Employees of businesses authorized under the previous points who must work at a headquarters or local unit located in the limited traffic zone
• Customers of pharmacies and drugstores purchasing urgent medicines
