b) Photographic or film shoots: both for the need to transport equipment and people involved in the shoot. The number of vehicles, as well as access, will be agreed with the Municipal Police Command. Paid, unless sponsored by the Municipal Administration.

c) Substitute (general practice) doctors of holders of the fixed permit provided for in section 2.1 e). The permit may be valid for the substitution both for transit and for parking, in the same way as the permit of the doctor being substituted. (free of charge).

d) Civil weddings at Palazzo Gambacorti: it is possible to authorize up to 10 cars per ceremony (paid).

e) Religious weddings and other private religious ceremonies in churches located in the ZTL: Permits may be issued as specified in the previous point d, with parking near the

church where permitted (paid).

f) Replacement vehicles, for the necessary period declared by self-certification or by documented certificate attesting to the replacement (e.g. car rental etc.), of others already authorized for the ZTL. (free of charge).

g) Vehicles used for events authorized by the Municipal Administration: for the period strictly necessary, agreed with the Municipal Police Command. Paid, unless sponsored by the Municipal Administration.

h) Private vehicles for do-it-yourself moving or the need to transport bulky or heavy objects: these are in any case subject to the discretion of the Municipal Police both as to merit and duration. Paid.

i) Taxis or cars with a chauffeur-driven hire license (NCC) not already included in the permanent white list. (free of charge).

k) Work vehicles and trucks with a fully loaded weight not exceeding 20 t, owned by construction and installation companies carrying out work in the ZTL following the issue of a building permit or authorization, limited to the district where the work is carried out and to transit only, unless otherwise specified in the permit, with the obligation to take the shortest possible route. The permit will be valid for the period strictly necessary for the execution of the works, and the number of permits will be commensurate on a case-by-case basis to the actual site requirements; each permit may list up to four license plate numbers; in any case a surety bond must be submitted along with a declaration signed by the site manager on the condition of the roads to be used and related photographic documentation. The request must be submitted in advance to the Primary Urbanization Service, Maintenance Operations Unit, which will assess the amount of the surety bond, which must be commensurate with the size and capacity of the vehicles and the risk to infrastructure. This bond will be held by the Maintenance Operations Unit of the Primary Urbanization Service and will be released after verification that no damage has been caused to municipal property (paid);

l) Vehicles of real estate agencies based outside the ZTL: One permit (license plate) per agency (paid)

m) Newspapers and TV broadcasters other than those referred to in point 2.1, letter d) (free of charge), to be verified by the Municipal Police Command;

n) Speakers at conferences held in the ZTL (free of charge): including Professors from universities not based in Pisa, also for institutional meeting purposes;

q) Companions of elderly people (over 70) attending public shows. Vehicles serving elderly people (over 70) wishing to go to the Teatro Verdi or the cinemas located in the ZTL (Odeon, Ariston and Arsenale) are permitted access and parking in the spaces reserved for resident parking, in the sector where the public entertainment venue is located, upon display of the special paid permit issued by the Municipal Police Command to the venue operators, valid for 3 hours. The customer's vehicle license plate must be entered on the "white list" by the venue management, according to the procedures described in point 5 below, by 24:00 of the first following working day. Access will be considered authorized in the one hundred twenty minutes preceding arrival at the venue, as indicated by the management. The number of accesses allowed for shows may not exceed a total of 10 authorizations per day per venue, managed via the portal by the respective operator. The reporting, via the internet portal, of customers' license plates must be accompanied by the details of the ticket or subscription issued.

r) temporarily disabled persons, with validity documented by appropriate medical certification, for a maximum of three months, renewable once;

The ban on access to the Pisa ZTL applies to all vehicles except animal-drawn vehicles, bicycles, mopeds, and two-wheeled motor vehicles, which may therefore enter without authorization.

Transit and parking within the Pisa ZTL are permitted, in derogation of the ban, by inclusion on a list of authorized license plates called "white list A" at the ZTL Control Center on a permanent basis, upon request submitted by interested parties to the Municipal Police Command, for:

a) electrically powered vehicles in car rental service;

b) vehicles registered to the Police Corps (including vehicles of other public administrations with police functions), Fire Brigade, Armed Forces; official cars of the municipalities of Pisa, Cascina, S. Giuliano Terme, Vecchiano, Calci, Vicopisano, bearing identifying markings on the vehicle or a recognizable permit;

c) Vehicles of ONLUS charitable Entities and Associations: identifiable at sight with clearly visible markings on the bodywork. For vehicles not clearly identifiable, an identifying permit must be requested from the Municipal Police Command. The number of such permits is at the discretion of the Administration following review of a documented application.

d) Vehicles used for public-interest services belonging to various public administrations and identifiable as such through the relevant permits (e.g.: "State Service" sticker, identifying markings on the vehicle), State (Ministry of Grace and Justice), Regional (ASL, ARDSU, ATER, Regional Office for Territory Protection, A.R.PA.T.), of the University of Pisa, SSSUP S.Anna, Scuola Normale Superiore, C.N.R. as well as public and private companies providing services of public interest, such as postal services, waste collection and similar. The number of authorizations for each entity/company will be decided at the sole discretion of the Municipal Administration, in agreement between the Municipal Police and the Mobility Department;

e) Vehicles owned by companies and entities providing local Public services, such as road maintenance, or national energy and telephone services, bearing an identifying marking on the side, used for carrying out or overseeing urgent works. The number of authorizations for each company will be decided at the sole discretion of the Municipal Administration, in agreement between the Municipal Police and the Mobility Department; for urgent works requiring occupation of public land, reference is made to art. 3 of the current Regulation for the occupation of public spaces and areas;

f) Vehicles habitually used by holders of a "Disabled" permit (art. 188 of the new Highway Code) as specifically indicated by them (one vehicle per permit). Parking in spaces reserved for resident parking is allowed only with display of the "disabled" permit.

g) Vehicles used for public service (taxi) and chauffeur-driven hire (NCC);

h) Vehicles used for scheduled public transport service, and authorized tourist services, taxis and shared taxis;

i) Vehicles of private security Institutes and for Valuables Transport bearing the colors and markings of the security institute or the valuables transport company, using telepass with the possibility of associating up to 4 license plates;

j) The city's highest secular authorities (Prefect, President of the Court - Career Judges - Public Prosecutor, Commander of the Carabinieri, Chief of Police, Civic Defender, Rector and Administrative Director of the University and similar offices) and religious authorities (Archbishop of Pisa and similar offices) upon issue of the relevant permit;

a) Vehicles owned by employees of Companies, Agencies and public Entities used continuously and not occasionally for carrying out institutional duties, and for which the employer has issued specific authorization for use of their own vehicle;

b) private vehicles of voluntary associations recognized by the Region of Tuscany (1 permit per Association), Union leaders (1 permit for each of the following: C.G.I.L., C.I.S.L. U.I.L., U.G.L.);

c) local newspapers and broadcasters ("Il Tirreno" "La Nazione" "Tele Granducato" "Canale 50"): 4 permits plus 1 named permit for the Editor-in-chief responsible for each local editorial office. Other local editorial offices may apply for a single permit each. Applications will be reviewed by the Municipal Police Command.

d) general practitioners: the permit is issued only for the areas of residence of their patients, duly documented, and allows access Monday to Friday 08:00/20:00 with the possibility of parking for a maximum of 2 hours with display of the parking disc;

f) members of the Municipal Executive Board and General Director: own vehicles (or see Chapter 3, point 2) 1 authorization per Administrator or the possibility of using telepass with up to 4 license plates associated;

g) members of the Municipal Council and District Presidents; own vehicles (or see Chapter 3, point 2) 1 authorization per Administrator or the possibility of using telepass with up to 4 license plates associated; as an alternative to the annual paid authorization, the Presidency of the Municipal Council may request inclusion in White List T of one privately owned car's license plate, limited to the days of Municipal Council/council committee meetings, with authorization for access to and parking in the ZTL of S. Martino - S. Antonio. The corresponding paper parking permits will be issued by the Presidency of the Municipal Council.

h) pharmaceutical sales representatives, whether with a representation mandate or employed by pharmaceutical companies: own vehicles (or see Chapter 3, point 2) 1 authorization with 1 license plate or the possibility of using telepass with up to 4 license plates associated per permit, access Monday to Friday 08:00/20:00 with the possibility of parking for a maximum of 1 hour with display of the parking disc;

i) commercial agents, whether with a representation mandate or employed by commercial companies: own vehicles (or see Chapter 3, point 2) 1 authorization with 1 license plate or the possibility of using telepass with up to 4 license plates associated per permit, access Monday to Saturday 08:00/20:00 with the possibility of parking for a maximum of 1 hour with display of the parking disc;

k) valuables transport companies (own vehicles, or see Chapter 3, point 2) 1 permit with 1 license plate per company or the possibility of using telepass with up to 4 license plates associated;

N.B.: permits must be used exclusively for access to and departure from the workplace following the shortest route; transit for the sole purpose of crossing the ZTL will be sanctioned;

n) septic tank emptying: 1 permit per owned vehicle or the possibility of using telepass with up to 4 license plates associated per permit; access Monday to Saturday 07:00/20:00;

o) express couriers, transport of urgent medicines, septic tank emptying: 1 permit per owned vehicle (or see Chapter 3, point 2) or the possibility of using telepass with up to 4 license plates associated per permit; access Monday to Saturday 07:00/20:00 with the possibility of parking for a maximum of 1 hour with display of the parking disc;

p) moving and porterage companies: 1 permit per vehicle or the possibility of using telepass with up to 4 license plates associated per permit; access Monday to Saturday 07:00/20:00 with the possibility of parking where permitted, or the possibility of requesting authorization for occupation of public land;

q) real estate agencies based within the Limited Traffic Zone: 1 permit per agency (1 license plate of an owned vehicle or see Chapter 3, point 2) or the possibility of using telepass with up to 4 license plates associated, access Monday to Saturday 08:00/20:00 with the possibility of parking for a maximum of 1 hour with display of the parking disc, exclusively in the ZTL where the real estate agency is based; for provisional permits, the use of a portal managed by trade associations is authorized for the issue of provisional daily permits, max 20 per day;

The following are permitted, in derogation of the general ban, access to their relevant sector, with the entry of the license plate number in white list C:

1. Vehicles owned by registered residents or those domiciled for work reasons, in the ZTLs limited to the sector of residence and with the possibility of parking in all places permitted in the area for which the authorization is issued, if lacking a garage or private area suitable for parking a vehicle as shown by specific self-certification. No more than 3 authorizations may be issued per household; the permit is also issued to those domiciled for work reasons, excluding those resident in the municipalities of: Pisa, Calci, San Giuliano Terme, Cascina, Vecchiano, Vicopisano, Calcinaia, Pontedera, Viareggio, Lucca, Collesalvetti and Livorno; for those domiciled with fixed-term contracts, or quarterly assignments, the authorization will be issued for the certified period with the corresponding entry of the license plate in "White List C". Vehicles with an associated parking area will be issued a free transit-only permit.

2. Vehicles used by residents or those domiciled for work reasons, but not owned by them, in the following cases:

- vehicle registered to:

- a first-degree relative resident in municipalities other than those listed below: Pisa, Calci, San Giuliano Terme, Cascina, Vecchiano, Vicopisano, Calcinaia, Pontedera, Viareggio, Lucca, Collesalvetti and Livorno;

- a cohabiting partner registered on the family status certificate;

- a vehicle on free loan registered with the Revenue Agency;

- a vehicle used free of charge, owned by the Company for which the resident or domiciled person works;

Vehicles with an associated parking area will be issued a free transit-only permit.

3. Vehicles owned by parties holding private parking areas: parties other than those referred to in points 1) and 2) who own or have, under a real right of enjoyment, parking areas on their own premises are issued a paid access-and-transit-only permit (1 license plate). Public entities and private companies that have parking areas on their own premises are issued, in addition to the access-and-transit permit for company vehicles, a transit-only permit also usable for vehicles used but not owned (1 license plate).

4. Vehicles owned by employees of the Ministry of Justice assigned parking spaces in the state-owned area of Piazza della Repubblica; the list of license plates to be entered in the white list, up to the maximum number corresponding to the number of parking spaces available, will be provided by the President of the Court;

5. Vehicles owned by Craft Companies based in the ZTL, used for goods transport or mixed use, specifically equipped as a workshop or deemed indispensable for the activity of a repair craftsman on their own premises or at the customer's home (electricians, painters, plumbers, carpenters, varnishers, etc.), with the possibility of transit and parking, if lacking a garage or private area as shown by specific self-certification, in places where permitted, limited to the district where the premises are located and with the obligation to take the shortest possible route; A maximum of 3 authorizations (corresponding to 3 license plates) is provided per company. As an alternative to the single-plate permit, telepass may be used with the possible association of up to four license plates (multiple authorization) to be used not simultaneously.

6. Vehicles serving elderly people resident in the ZTL who lack the score required to obtain the disability permit but are in need of assistance and care. The above must attach to the application medical certification attesting to the type of condition and the actual need for assistance, and indicate the usual reference license plate (1 plate per elderly person). The administration reserves the right to issue the authorization, following assessment of the documentation submitted in support of the application.

7. Vehicles of bakers based in the Pisa ZTL: 1 permit per business corresponding to 1 license plate, or with telepass with up to 4 license plates associated, with access and parking hours 00:00/13:00.

8. Vehicles of commercial activities based in the ZTL without home delivery:

owned vehicles (or see Chapter 3, point 2): 1 permit per business (1 license plate) or the possibility of using telepass with up to 4 license plates associated; access every day 07:00/20:00; 1 possible access/day for loading/unloading of goods, without the possibility of parking. Restaurateurs, given the specific nature of the activity which cannot always be planned, will be granted the possibility of a further access per day. The Municipal Police may grant antique dealers a greater
