• motor vehicles for goods transport (article 47 of the Highway Code, category n) if used for loading/unloading operations;
• vehicles belonging to the owner, family member or employee of commercial businesses located within the ZTL, used for loading/unloading of goods;
• vehicles used by healthcare professionals employed by or under agreement with ASL RM5 for home visits to patients located within the ZTL;
• private hire vehicles with driver (NCC) or TAXI service vehicles;
• vehicles owned (or rented or leased) by Local Authorities, the State, Public Law Bodies, Public Service Companies and Bodies;
• vehicles for funeral transport;
• vehicles owned by bodies or volunteer associations operating in the social-welfare and health sector for home care services;
• public utility services;
• vehicles used for transporting medicines;
• vehicles used for public transport;
• vehicles owned by persons not resident in the ZTL area who occupy properties located within it (only if the property is not used by other persons who have already been issued a permit as a resident or, in any case, under another category).
