Celano ZTL

The permanent Celano ZTL is in operation every day from 00:00 to 24:00.

The night Celano ZTL is in operation every day from 21:00 to 08:00.

The permanent Celano ZTL is monitored by a camera located on via Luigi Giuliani.

The access ban for the Celano ZTL applies to all vehicles, and therefore motorcycles and mopeds cannot enter without a permit.

Vehicles for which the Celano ZTL access rules provide for inclusion on the whitelist without necessarily requiring a permit to be issued by the Municipal Police Command:

• vehicles provided for under art. 177 of the Highway Code and service vehicles belonging to the State's Armed Corps, the Prefecture, State Police, Carabinieri, Finance Police, Local Police, Penitentiary Police, Fire Brigade, State Forestry Corps and the Municipality of Celano;
• vehicles owned by security institutes provided they clearly display the logo or name of that institute and are used exclusively for institutional services;
• vehicles used for towing and/or roadside assistance for interventions to be carried out within the ZTL;
• vehicles owned by entities or companies managing primary distribution networks for services (water, natural gas, electricity, telephone, etc.) and/or any contractors maintaining these networks (provided the transit is aimed solely at work to be carried out within the ZTL perimeter)
• vehicles used for cleaning and maintenance of streets, signage, sewers, public green spaces, technical facilities etc. for work to be carried out within the ZTL; ·
• vehicles for the collection of municipal solid waste, bin cleaning and street washing for work to be carried out within the ZTL;
• vehicles used for postal and express courier services;
• vehicles owned by the L'Aquila-Sulmona-Avezzano Local Health Authority (A.S.L.) that prominently display the name and logo of the entity they belong to, for health services to be carried out within the ZTL;
• vehicles serving disabled persons with significantly reduced mobility, provided they hold the appropriate permit issued by the municipal administration of residence in accordance with current regulations on the matter, or vehicles of Associations, Entities and Assistance Institutes used to transport disabled persons fitted with markings or emblems that make them identifiable. Specifically, holders of a valid permit for disabled persons must notify the phone number 0863/792450 – Local Police of the plate of the vehicle occasionally used to transport the disabled person for transit in the ZTL. Notifying the vehicle's plate number is essential to pass through the gate controlled by the automatic electronic detection system and to avoid the issuance of infringement notices.
• Funeral companies, limited to transporting the deceased.

• 1 (one) vehicle belonging to households resident/domiciled in the ZTL or belonging to persons resident/domiciled outside the ZTL who own or have exclusive use of a private area, or a parking space or garage held under any title, within the ZTL;
• 1 (one) vehicle belonging to households resident/domiciled in the ZTL who do not have a parking space available within it;
• 1 (one) vehicle used by a person who owns a commercial business with an operating address within the ZTL, and registered to that person and/or a member of their household and/or a legal entity of which they are the legal representative or administrator;
• vehicles fitted with the appropriate occasional temporary transit permit issued by the Local Police Command following review. Specifically, an occasional temporary permit means an ad hoc and occasional authorization to enter the ZTL (e.g. building, plumbing or electrical works, civic, religious and cultural events, etc.) which the user must obtain before entering the ZTL.

Vehicles serving disabled persons with significantly reduced mobility, provided they hold the appropriate permit issued by the municipal administration of residence in accordance with current regulations on the matter, may access the Celano ZTL, as may vehicles of Associations, Entities and Assistance Institutes used to transport disabled persons fitted with markings or emblems that make them identifiable.
