In the ZTL zone of Casnate con Bernate, called "delle Contrade", entry is banned for unauthorized vehicles from 09:00 to 19:00 Monday to Friday, on working days only, excluding those falling on a public holiday.

As provided for in art. 8 of the operating regulations, a temporary circulation permit for the ZTL of Casnate con Bernate may be requested by those who are in one of the following situations:

Sales agents or holders of authorization to carry out itinerant street-vending activities (art. 12 of the ZTL regulations);
installers and maintenance technicians serving private residents and/or persons domiciled in the Z.T.L. (art. 13 of the ZTL regulations);
Bodies and public administrations for public utility services in the performance of institutional functions within the Z.T.L. (art. 14 of the ZTL regulations)

The above-mentioned persons must submit an application to the Z.T.L. Office of the Local Police of Casnate con Bernate using the forms downloadable in the "Forms" section, attaching the documentation indicated in the form itself.

must carry out a service for a resident for brief and occasional circumstances (duration strictly limited to the performance of the service and in any case not exceeding seven days).
although not among the persons listed in specific articles of the regulations, must occasionally travel, for proven needs, within the ZTLs;
must accompany persons in a particular state of need who are resident or domiciled in the areas included in the ZTL, as shown by specific documentation (only for the time necessary for the transport)
as parents of children under three years of age, must transport them to relatives resident in the ZTL zone for care needs (in this case transit is allowed only for the time strictly necessary for the child's transport).

For all these cases the application for temporary authorization must be submitted to the Local Police Command, in accordance with the forms prepared by the Command itself, to which must be attached the documentation proving the need for special access to the ZTL.

Please note that the proven needs will be assessed at the sole discretion of the Local Police staff, and if they are not confirmed by the Local Police, the administrative penalty provided for by the Highway Code will be imposed. An administrative penalty will also be imposed on those who, despite holding a temporary authorization, are found by the Local Police to be using it for a purpose other than that for which the permit was issued.

The access ban for the ZTL of Casnate con Bernate, called "delle Contrade", applies to all types of combustion-engine motor vehicles, so exclusively electric vehicles, mopeds and motorcycles may enter without needing a permit.

The following types of people may request authorization to access the ZTL of Casnate con Bernate:

a) Elderly people: the permit bearing the applicant's name will show the details of the applicant's own vehicle or that of an escort who must be related up to the 2nd degree;

b) Residents;

c) Persons domiciled there: the permit will have a maximum validity linked to the expiry of any lease or other registered title of possession of the premises; long-term guests in boarding institutions are treated the same as persons domiciled there;

d) Persons using land or buildings other than dwellings located in the area concerned: the permit will have a maximum validity linked to any expiry of the title of use of the land or building; e) Employees;

f) Business owners;

g) Craftsmen and maintenance workers: persons who operate frequently in the ZTL, for a maximum of one permit, possibly with multiple license plates; suppliers servicing vending machines for food and drinks and cleaning companies are treated the same as craftsmen and maintenance workers;

h) Owners of properties located within the ZTL, not used by third parties and therefore fully available and used by the owner.

i) Owners of parking spaces on their own premises: the permit will have a maximum validity linked to any expiry of the title of possession of the parking space;

l) Priests and/or clergy: a priest assigned as Parish Priest, assistant Parish Priest, at the parishes of Casnate and Bernate, and permanent deacons or clergy assigned to the same parishes; for this category of persons, authorization to circulate within the ZTL is limited exclusively to needs strictly connected with the performance of pastoral activity;

Under art. 9 of the operating regulations of the ZTL of Casnate con Bernate, circulation in the ZTL zone is also allowed, even without a permit, for the following categories of vehicles:

vehicles in taxi service and hire-with-driver vehicles limited to cases of accompanying or picking up persons on streets or stretches of street included in the ZTL;
public utility service vehicles identified by clear markings on the bodywork for urgent interventions within the ZTL, for the time strictly necessary for the intervention;
funeral service vehicles;
vehicles of private Security Institutes, holders of a prefectural license, identified by clear markings on the bodywork, provided there is a need for access for service reasons;
roadside assistance vehicles approved under the Highway Code, recognizable by clear markings on the bodywork, for the period strictly necessary for the assistance intervention;
doctors' vehicles, allowed exclusively for home visits on streets within the ZTL, for which the permit or membership card of the Medical Association must be displayed on the vehicle's dashboard;
vehicles for waste collection and/or similar, street cleaning, postal services and similar;
cars used to transport the bride and groom as part of wedding ceremonies;
exclusively electric vehicles;
mopeds and motorcycles;

Loading and unloading of goods within the ZTL of Casnate con Bernate called "delle Contrade" is always allowed, subject to completion of the requirement set out in art. 23 of the operating regulations.
