The Local Police Command may issue, following a documented request, a special temporary transit permit/pass for access to the Avellino ZTL.

The transit ban in the Avellino ZTL applies to every type of vehicle, and therefore mopeds and motor vehicles may not enter unless expressly authorized.
Pooblaščeni subjekti
The following types may be authorized to transit and park in the Avellino ZTL:
- vehicles registered to residents of the urban pedestrian area;
- vehicles with a garage within the urban pedestrian area;
- vehicles authorized for loading/unloading of goods supplying commercial businesses located within the ZTL. Dedicated, marked areas will be available for this purpose;
- public utility service vehicles and operational vehicles used for public works owned by the Municipality of Avellino;
- vehicles serving disabled persons, holding the appropriate permit; access to the ZTL is allowed only for the actual needs of the permit holder (e.g., therapeutic treatments, pharmacies);
- mechanical street cleaning vehicles and operational vehicles of the waste collection company;
- vehicles of the Armed Forces used for Police, Fire Brigade, Ambulance and general rescue services, and Civil Protection;
- vehicles registered to family doctors and pediatricians under agreement with the National Health Service, medical-legal doctors and operational units engaged in territorial service for the local health authority (A.S.L.);
- vehicles authorized by the Municipal Police Command for occasional (removals, weddings, funerals, etc.) and extraordinary activities.

Vehicles serving disabled persons, holding the appropriate permit, may access the Avellino ZTL only for the actual needs of the permit holder (e.g., therapeutic treatments, pharmacies).
For access needs, it is necessary to obtain authorization prior to access.
In these cases, it is recommended to contact the Avellino Municipal Police located on via F. Tedesco, which is open:
- Wednesdays from 09:00 to 12:00
- Thursdays from 15:00 to 17:00.
