The access ban for the Perugia ZTL applies to all vehicles except those authorized, and therefore motorcycles and mopeds may not enter unless expressly authorized.

Two-wheeled vehicles may access the ZTL without a permit to reach the parking areas reserved for them on via Indipendenza, Via Masi, Via Fanti and Piazza Morlacchi. Entry and exit must take place via the following routes:

• via Masi, via Fanti and back;
• via Masi, viale Indipendenza, piazza Italia and back;
• via Masi, viale Indipendenza, via Bonazzi, via Caporali, Piazza Mariotti, via delle Forze;
• via Battisti, piazza Cavallotti, piazza Morlacchi, via Guardabassi, via Francolina, piazza San Paolo, via dei Priori, piazza San Francesco, via Pascoli;
• via della Sposa, piazza San Francesco, via Pascoli

The following are authorized to enter the Perugia ZTL after obtaining a permit:

The following categories of vehicles fitted with a telepass/authorization may also enter the Perugia ZTL from 06:00 to 13:00:

• Sales agents and representatives;
• Craftsmen and firms;
• Credit institutions and valuables transport;
• Driving schools;
• Professional offices;
• Analysis laboratories;
• Schools;
• Real estate agencies;
• Cleaning companies.

Applications for disabled access permits for the Perugia ZTL, for those registered as resident in the Municipality of Perugia, are submitted on plain paper. In the application, the applicant declares, on their own responsibility, their personal details and the objective grounds justifying the request.

The application must be accompanied by medical certification issued by the Az.USL medico-legal office, showing that the applicant does in fact have significantly reduced mobility.

The authorization is valid for five years from the date of the medical certificate. Renewal takes place by submitting a certificate from the treating physician confirming that the health conditions giving rise to the issuance persist.

For persons with a temporary disability due to injury or other pathological causes, the authorization may be issued for a fixed period by submitting an application on plain paper declaring, on the applicant's own responsibility, their personal details and the objective grounds justifying the request, together with medical certification issued by the Az. USL medico-legal office, showing that the applicant does in fact have significantly reduced mobility on a temporary basis. In this case, the medical certificate must specify the likely duration of the disability.
