The access ban to the ZTL of Pavia applies to all vehicles except those authorized, so motorcycles and mopeds may not enter unless expressly authorized.

Vehicles used for police, fire brigade, ambulance and emergency medical services may access and circulate in the Z.T.L. of Pavia and in the pedestrian areas without authorization.

Vehicles used for public utility transport (scheduled buses with driver, taxis, chauffeur-driven hire vehicles), street cleaning vehicles, waste collection vehicles, and mail collection and delivery vehicles, only within the scope of their service (defined as public utility), are entitled to access and circulate in the Z.T.L. of Pavia without restrictions, while they are subject to the rules, defined by specific ordinance, for access to the Pedestrian Areas.

• Non-residents with availability of a private garage or area
• Permit for resident assistance
• Family doctor under national health scheme
• Doctor on a visit
• Valuables transport
• Schools
• Contracting companies of the Municipality of Pavia
• Access to building sites
• Maintenance, repair and various services activities
• Grocery and flower shops based in the ZTL
• Grocery and flower shops based outside the ZTL and ZSR
• Catering
• Sales representatives
• Funeral services
• Trucks delivering perishable goods with a total laden weight exceeding 3,500 kg
• Works vehicles or vehicles for special use with a total laden weight exceeding 3,500 kg

To access the ZTL of Pavia, you can use the toll-free number 800896940, active 24 hours a day, which allows you to report the vehicle's details (license plate and type) used for a disabled person, holding a valid permit, within 48 hours following passing through the gate used to control access to the ZTL of Pavia.
