Anyone who does not meet the requirements to obtain a permit or authorization for access to the Limited Traffic Zone (ZTL Bologna – in force every day from 07:00 to 20:00) of Bologna, and who needs occasional access, can purchase a ticket, an important element of flexibility in managing access to central Bologna.
The ticket serves as authorization for access to the ZTL di Bologna and must be displayed clearly visible on the windshield. It does not permit access to areas restricted 24 hours a day (Archiginnasio, the "T" area, the "University Zone", bus lanes and fully pedestrianized areas) and does not include parking, which must be done as usual in the paid blue-line spaces.
Two types of ticket are available:
The day is to be understood on a "calendar day" basis. That is, the daily ticket expires at 24:00 on the day it was validated, while the four-day ticket expires at 24:00 on the third day following the one on which it was validated (e.g.: a ticket validated on 5 April expires at 24:00 on 8 April).
Note: always pay attention to areas restricted 24 hours a day (such as pedestrian zones, bus lanes, the so-called "T" area – Ugo Bassi, Rizzoli, Indipendenza from Righi to Rizzoli) and to air-quality restriction measures (when in force). Even those authorized for the ZTL must comply with these additional restrictions.
Access to the historic center and other areas subject to bans, with vehicles weighing up to 8,000 kg, may only occur with an authorization.
Authorizations are valid for 96 hours and are issued at the Municipal Police offices.
Procedures differ depending on the destination, as follows:
A) issuance of an access authorization for the historic center, the so-called Limited Traffic Zone, or for the University Zone (Zona U) is not subject to particular restrictions (see issuance procedures)
B) On the other hand, an access authorization is subject to particular conditions for:
For the areas referred to in point B, authorization may only be issued for access to building sites, for carrying out house removals, or on the occasion of events affecting these areas, or other contingent situations to be assessed during the review process.
In particular, authorization for access to the Piazza Maggiore area and surrounding areas may allow, if the activity to be carried out permits it, parking near the destination and the movement of goods or materials by hand-pushed carts or other similar means.

Dostęp dla niepełnosprawnych
For access needs in the ZTL, a disabled person not resident in Bologna, holding a valid permit, must report the license plate of the vehicle used before entering a camera-monitored area, using the following methods:
- by fax (to number 051 4686080) using the form downloadable from this page, to be filled in completely.
- online by filling in the License Plate Registration/Modification Request for H Permits - residents of other Municipalities page on the freely accessible services portal (Federa credentials are not required) of the Municipality of Bologna
Every communication must be signed by the applicant and accompanied by a valid identity document of the permit holder and of the signatory (if different from the holder).
The license plate will be added to the list of authorized vehicles for the period indicated in the communication, and in any case no later than the permit's expiry date.
If the permit is renewed, a new communication must therefore be sent. Since 26 November 2013, holders of an "H permit" not resident in Bologna may report up to a maximum of 2 license plates linked to their permit, for the period indicated in the communication, and in any case no later than the permit's expiry date.
Previously reported license plates will be deleted and replaced with those indicated in the new communication, which become the only ones valid for driving in Bologna: entries with different vehicles will be fined. Newly reported license plates will take effect from the date the communication is submitted or sent.
In the case of access not previously reported, it is possible to send the communication within the 2 days following the passage, specifying the date of transit: in this case the license plate will be valid from the date indicated (at most from 00:00 two days prior). For example: a passage made on 25 November can be reported by the end of the day on 27 November.
Failure to comply with the reporting deadlines makes registration impossible and, consequently, results in fines for the passages that occurred.
