The ZTL of Novara is active every day, 24 hours a day.

The environmental ZTL of Novara is active on weekdays Monday to Friday from 08:00 to 18:00.

During the hours the environmental ZTL of Novara is in force, dynamic traffic restrictions apply to petrol and diesel vehicles with type-approvals prior to Euro 3, as well as to two-stroke mopeds and motorcycles not compliant with the Euro 1 standard and registered more than ten years ago, as follows:

• PASSENGER VEHICLES
  From 5 November 2007, on weekdays Monday to Friday from 08:00 to 18:00, dynamic traffic is prohibited for all passenger vehicles with a maximum of 8 seats in addition to the driver (category M1) powered by petrol and diesel with type-approvals prior to EURO 3. Dynamic traffic is likewise prohibited for two-stroke mopeds and motorcycles of categories L1 and L3 not compliant with the EURO 1 standard (Directive 97/24/EC) and registered more than ten years ago.
• GOODS VEHICLES
  From 5 November 2007, on weekdays Monday to Friday from 11:00 to 13:00 and from 15:00 to 18:00, dynamic traffic is prohibited for all goods vehicles with a maximum mass not exceeding 3.5 tons used for the transport and distribution of goods and for commercial, artisanal, industrial, agricultural and service activities (category N1) powered by petrol and diesel with type-approvals prior to EURO 3. Dynamic traffic is likewise prohibited for two-stroke, three-wheeled mopeds and motorcycles of categories L2, L4 and L5 not compliant with the EURO 1 standard (Directive 97/24/EC) and registered more than ten years ago.

Within the ZTL of Novara, motorcycles and mopeds may not travel unless specifically authorized.

Circulation within the ZTL of Novara is generally prohibited; vehicles belonging to the following are exempt from the ban:

• individuals resident or domiciled there (note that the domiciled person must not have registered residency in the Municipality of Novara);
• persons who have the use of a parking space in a garage, courtyard, or other private area;

The latter must obtain a special permit, issued by the Municipal Police Command, according to the criteria and procedures established by the Municipal Administration as per the specific Managerial Order, upon submission of any document deemed necessary for the issuance of both the permit and the authorization, on which, where necessary, the transit route within the described ZTL will be specified and must be strictly followed.

Vehicles transporting persons with limited or impaired mobility, holding the special permit, may access the ZTL of Novara provided that such disabled persons report their vehicle's plate number to the Municipal Police Command as established by the specific Managerial Order.
