Tradespeople with a vehicle used for goods transport who carry out professional interventions, emergency call-outs or home visits within the ZTL of Gaeta, with appropriate supporting documents, are granted 1 temporary transit and parking permit for the time needed to carry out the intervention. The same tradesperson must communicate and submit the necessary documentation within 24 hours of the intervention to the Municipal Police Command.
For guests of residents, and for those who provide assistance to certified non-self-sufficient residents and to residents over sixty-five within the ZTL of Gaeta, daily or fortnightly authorizations can be issued for transit and parking in the limited traffic zone of Gaeta, subject to submitting an application and payment of €5 to cover processing and the costs of issuing the authorization and printing the permits. In particular, to meet and support tourism and hospitality needs, a family member or guest of a resident or non-resident (but owner or tenant of property in the Centro Storico) may request a weekly pass for transit and parking in the ZTL area of Gaeta, as well as for parking in the blue-line spaces throughout the municipal territory. To make use of this special permit, the hosting resident or non-resident must request it from the relevant office, at a cost of €50.00. To prevent misuse of Open Gaeta, only one special permit will be issued per property unit per week. A Tourist Welcome ZTL permit is also available, valid in the evening, for tourists who are guests of a resident.

There is no differentiation by vehicle type for vehicles authorized to access the ZTL of Gaeta.
Motorcycles and mopeds may access up to Piazza Caboto.

The following have free access to the ZTL:
- vehicles of disabled persons and people with handicaps
- vehicles of public interest.
Permits are available for:
- residents,
- people staying in the area,
- owners of businesses and accommodation facilities,
- users and owners of garages,
- tradespeople called to carry out professional interventions,
- guests of residents
- those who provide assistance to non-self-sufficient residents within the ZTL.

Owners of businesses located within the ZTL of Gaeta are entitled to no more than 1 transit and parking permit for vehicles they own. Vehicles connected to the business are also authorized.
