The access ban to the ZTL di Bologna known as Sirio and Area T applies only to cars, so motorcycles and mopeds may access even without authorization.

Electric and hybrid vehicles may access the ZTL after obtaining a permit from the TPER offices.

In the university area, access is forbidden for mopeds and scooters.

Starting in 2020, a progressive reduction of permits for the most polluting vehicles is planned, and therefore all access permits will be revoked and no longer issued for vehicles with the following characteristics, according to the schedule below:

  • 2020 Euro 0 Petrol, LPG, Methane and Diesel
  • 2021 Euro 1 Petrol, LPG, Methane and Diesel
  • 2022 Euro 2 Petrol and Diesel
  • 2023 Euro 3 Diesel

Every weekend, from 8:00 on Saturday to 22:00 on Sunday, and every public holiday, from 8:00 to 22:00, the T (via Rizzoli, via Indipendenza and via Ugo Bassi) and the streets Caprarie, Calzolerie, dell'Archiginnasio, the east side of Piazza Maggiore, and Piazza Re Enzo are open only to pedestrians and cyclists.

For access needs in the ZTL, a disabled person not resident in Bologna, holding a valid permit, must report the license plate of the vehicle used before entering a camera-monitored area, using the following methods:

  • by fax (to number 051 4686080) using the form downloadable from this page, to be filled in completely.
  • online by filling in the License Plate Registration/Modification Request for H Permits - residents of other Municipalities page on the freely accessible services portal (Federa credentials are not required) of the Municipality of Bologna

Every communication must be signed by the applicant and accompanied by a valid identity document of the permit holder and of the signatory (if different from the holder).
The license plate will be added to the list of authorized vehicles for the period indicated in the communication, and in any case no later than the permit's expiry date.
If the permit is renewed, a new communication must therefore be sent. Since 26 November 2013, holders of an "H permit" not resident in Bologna may report up to a maximum of 2 license plates linked to their permit, for the period indicated in the communication, and in any case no later than the permit's expiry date.
Previously reported license plates will be deleted and replaced with those indicated in the new communication, which become the only ones valid for driving in Bologna: entries with different vehicles will be fined. Newly reported license plates will take effect from the date the communication is submitted or sent.
In the case of access not previously reported, it is possible to send the communication within the 2 days following the passage, specifying the date of transit: in this case the license plate will be valid from the date indicated (at most from 00:00 two days prior). For example: a passage made on 25 November can be reported by the end of the day on 27 November.
Failure to comply with the reporting deadlines makes registration impossible and, consequently, results in fines for the passages that occurred.
