Only bicycles, mopeds, motorcycles and electric-powered vehicles may travel freely in the ZTL of Padova.

The following categories of vehicles are authorized to enter the ZTL of Padova without a permit

• vehicles covered by art. 177 of the Highway Code;
• vehicles for the collection of municipal solid waste, bin cleaning and street washing, with a weight limit of 11 t and a maximum width of 2.50 m;
• urban and suburban public transport vehicles in regular service;
• taxis and chauffeur-driven hire vehicles carrying out service operations;
• vehicles of public bodies and public service companies or public service concession holders for work in the area, provided they carry markings or emblems making them identifiable;
• vehicles serving disabled persons with the relevant permit issued by the Municipality of residence in accordance with current regulations, allowing parking pursuant to D.P.R. 24/07/1996 no. 503;
• vehicles of Associations, Bodies and Assistance Institutes used to transport disabled persons, carrying markings or emblems making them identifiable, allowed to park even outside marked spaces without causing an obstruction and in compliance with the other rules of the Highway Code;
• official vehicles of Public Bodies for service needs;
• roadside assistance vehicles and those equipped for forced towing of vehicles;
• vehicles for the transport of goods used by the logistics platform, clearly identified by specific pictograms shown across the entire bodywork;
• vehicles escorted by law enforcement, even in plain clothes;

The following categories of vehicles are authorized to travel in the ZTL of Padova provided they hold a permit issued by the Municipality of Padova:

• Holder of a parking space in a private area within the ZTL
• Registered residents in the ZTL without a parking space in a private area
• Short-term parking for registered residents in the ZTL without a parking space in a private area
• Craft and similar businesses for urgent maintenance work
• Commercial operators holding businesses located within the ZTL
• Operators of businesses with particular needs or of public interest
• Doctors on urgent home visits
• Users of private vehicles serving public bodies, public administrations, or for public utility services.
• Vehicles serving accommodation facilities in the ZTL
• Press - journalists of local newspapers and broadcasters
• Holders of a parking space located in particular areas bordering the ZTL
